Driven by an aging population, Hong Kong’s healthcare market, valued at HKD 15–18 billion in 2023 for medical aesthetics and healthcare services, is anticipated to maintain a 5–7% CAGR through 2030. The demand for elderly medical centers (e.g., day care facilities, rehabilitation clinics) and wellness spaces (integrating medical and holistic services such as senior day care or nursing homes) is rising, particularly in premium districts like Hong Kong Island and Mong Kok, as well as within the Greater Bay Area cross-border market.
The Code of Practice for Clinics, formulated by the Director of Health under the Private Healthcare Facilities Ordinance, was published in the Gazette in May 2025, with applications for clinic licenses (including exemption applications for small practice clinics) accepted starting from October 2025. Day procedure centers regulated under the Ordinance (including private elderly healthcare centers serving the elderly) have been accepting license applications in phases since October 2023. These elderly healthcare centers are required to comply with stringent fire safety and accessibility standards, with a transitional period until April 13, 2026, to promote compliant design requirements.
